Allow jquery/jquery-ui paths to be configured

Bug Description

We have been asked to provide options to easily configure jquery/jquery-ui paths instead of having empty dirs in the tree inside summit/media/jquery(-ui). For deployment, I believe they want to keep jquery in a single place and serve it directly by apache, so Summit would need to allow the base URL path for it to be configured.
