Bug Description

When submitting someone's lp account that doesn't exist at this URL: http://summit.ubuntu.com/uds-p/suggestsponsorship/

I get:

Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Instead summit should say:

"This account doesn't exist on launchpad" and error gracefully.

I'm going to fix it up to validate launchpad names for now and in the longer run, create a person picker.
