Use SSO API to get users OPENID

Bug Description

Currently we scrape Launchpad for a users OPENID. This is very poor and doesn't work too often due to merged accounts and such. The goal is to create an API in SSO that would allow us to feed a LP ID and it would return a valid OPENID

Wouldn't this be working better with the Ubuntu SSO instead of Launchpad?

That's exactly what this is. The plans and issues here have already been completely hashed out and agreed upon by SSO devs and Summit/LTP devs, this is purely for tracking.
