Bug Description
Steps to reproduce:
1. Create a bug and assign it to a person, who resides both in OpenStack and Fuel teams in lp-reports config. akhivin is a good example, as he is in MOS Swift (OpenStack) and MOS Maintenance (Fuel) teams.
2. Look up that bug in custom report. You will see that it is displayed in both OpenStack and Fuel table, i.e. twice instead of one time.
