The bug is related to sugar coding.
Sugar(I think) cannot handle the unavailable site.

Hello Dipankar,
do you know why there's no activity on this issue in upstream trac?
I also think the patch should be minimal and only contain the actual fix, without any cleanup work as the first and last hunks contain. This way it is easier to review and lowers the chances of conflicts if the code around has changed.
Can you please ping upstream with an updated patch?
Also do you know why Ubuntu carries both sugar-0.88 and sugar-0.90 ?
thanks
Jani

Sorry for late reply Jani.

I found the solution to be to use Time out in HTTconnection. For which I
found the code too.

Regarding the Ubuntu carrying both sugar-0.88 and sugar-0.90, I think we
have mistakenly used the packages which doesn't contain the Conflicts and
Replaces.

I will look into it and reply.

Regards,
Dipankar

According to the upstream bug (https://bugs.sugarlabs.org/ticket/2289) this was fixed 7 years ago, and is no longer an issue in the current replacement package sucrose). Can it please be closed?
