C parser and job spawner/monitor

It'd be nice to also have parent side support for launching subunit processes and parsing their output in C.

Samba has a very simple but incomplete implementation and it'd be nice to have some common implementation to import.

We no longer need this and now have a perl-based implementation instead.
I hope to eventually make the generic bits of it available.

I agree that parent side support would be good; I can see a parser and also separately support for e.g. check to spawn a process to use this.
