No matter the file system is set to be BTRFS or Ext4, there is this issue because ubuntu cannot be installed on a MBR disk that has no an unallocated space at the beginning of the disk. That space is required for the boot loader, the GRUB.

This issue was solved by resizing the first partition, the Windows system reserved partition, to create a 5MB unallocated space before the first partition.

Thanks for the analysis, and clarifying that you had two bugs that could be combined. I expect that your analysis is correct, that grub didn't have the room it needed.
