cloud-init failed on netbooted amd64 VM

Bug Description

cloud-init failed to complete after 10 minutes of waiting. This suggests a bug, which we would appreciate help understanding. If you could file a bug at https://bugs.launchpad.net/subiquity/+filebug and attach the contents of /var/log, it would be most appreciated.

I'm doing that now, since I was asked nicely. I set up two VMs. One is providing netboot via LTSP (Ubuntu 24.04 Mate) and the client is netbooting minimal 22.04 (image created via debootstrap) and LTSP (I could not get 24.04 or 23.10 to boot). After it boots, I enable the second adapter and verify that the Internet is reachable via NAT on the 2nd Ethernet adapter. Then I load the core and subiquity snaps and try to use subiquity. It just doesn't work. I'll look for alternative solutions. The *real* target would be a headless Dell Gateway 3002 (I have many). But if I can't even get the installer to work on a VM, it's not going to work on that.
