partition marked for formatting when it shouldn't

Bug Description
During installation 24.04 chosen partition is marked by default as "format" (will be formatted) after choosing "leave formatted as ext4" and there is no way to change it.
While on 23.10 it works as expected, after choosing "leave formatted as ext4" partition is not marked as "format" (will be formatted).
User see two contradicting messages "leave as is" and "format" - and don't know what the result will be.
Version 23.10.1 allowed to install Ubuntu on partition with some data on it, without formatting. Version 24.04 seems format partition always.
