testing Ubuntu Noble desktop ISO dated 21.04.2024 as the install was completing received "something went wrong" error and the installation failed.

Sadly, this is another occurrence of APT failing to update because the mirror for your country is in the middle of a sync. At this point I can only suggest retrying the installation.
