[feature request] Make an ability to add delay after network configuration is complete

Bug Description
In my case when an interface bonding is used in a server networking configuration there is a necessity to wait up to 30 seconds for network switch stack to preform it's routine logic to give necessary access to network for the server after bond link had been fully assembled and up. There is no actual network access for the server is provided in this period (despite that all interfaces are configured and link state looks OK because there is no way for Subiquity to determine an actual link state) which results in installation crash because DNS services and package repository are inaccessible during that period. So in my opinion having an option that gives an opportunity to add custom delay after network configuration was complete will be useful.
