Password with swedish characters doesnt work

Bug Description

I recently upgraded from Ubuntu 22.10 to 23.10. In 23.10 I had problems that after installation my password wasnt accept i.e when trying a sudo command or in lockscreen. I re-installed ubuntu, same problem. Tried the mount-thing in grub that I read about, didnt work. It was not until I changed a character in my password from "ä" (swedish a with two dots on top) to a normal "a". Finally it worked. In the installation process on this install I set the language to English but with a Swedish keybord. On my 22.10 install I had set to Swedish language and Swedish keyboard. I think it either should work (best option) or a warning that passwords with letters å,ä,ö doesnt work with English language and Swedish keyboard. I also had big problems reaching grub men, but thats another problem that might be HW-related. Otherwise thanks for a good product
