cloud init times out when installing 22.04.#

Setting up a "network boot" (using PXEboot) with the full ISO has started timing out sometime in the last month or so when doing an install over the network on some older/more slow servers. It tells me to attach the contents of /var/log since (paraphrased "the cloud-init timeout after 10 minutes is likely a bug" and so I did create a tgz of /var/log once I went into the shell.

With some of the servers I don't even get this far, it hangs permanently & doesn't time out at
[ OK ] Reached target Host and Network Name Lookups.

I would really love to resolve this somehow, as I have a couple dozen lower end bare metal servers I would like to continue to provision using PXEboot, even if Ubuntu keeps stomping on netboot procedures.

I should note that all of these servers do fine with a USB install, but I want to do this remotely.

(Relatedly, IS there a way to not use cloud-init on baremetal installs of 22.04 in pxeboot? Or to configure something that mitigates the timeouts going on under the hood? Most of the hits I google up are related to automated installations which isn't quite what I'm trying to do, since I often have to tailor the disk formatting/partition to the particular setup on the server so I do them manually once the install is started.)
