When reset-partition-only is set, cannot boot to factory reset partition after reboot

Bug Description

Supposedly we have autoinstall.yaml below:

storage:
  layout:
    name: direct
    reset-partition: yes
    reset-partition-only: yes

Subiquity will create a factory reset partition on the selected disk, and creates EFI boot entry "Restore Ubuntu to factory state", however subiquity avoids setting it to default by resetting the boot order to what it was before (refer to "subiquity/server/controllers/install.py"). That might cause the system not able to boot into factory reset partition upon reboot, especially when there exist an EFI boot entry.
