Bug Description

Installation failed because fi.archive.ubuntu.com/ubuntu was being synced. The mirror candidates were fi.archive.ubuntu.com/ubuntu and http://archive.ubuntu.com/ubuntu.

Looks like the minimal downloads we do during mirror checking are not enough when the mirror is syncing. That's a real concern.

any kind of preflight mirror check is of course a kind of toctou. These "mirror sync in progress?" issues _really_ should not by happening with by-hash package lists which have been a thing since uh. Xenial? A while anyway. Is there something unique about the fi and se mirrors that they are uniquely problematic?
