Bug Description

We can choose to create an `activ-backup` bond in the installer. There is no option to add the `mii-monitor-interval` property. Since `mii-monitor-interval` in netplan defaults to 0 (which disables MII monitoring) the link-state of the bonded interface is never checked and therefor there will be no fail-over at all.
subiquity should add a default for `mii-monitor-interval` greater then 0 as long as netplan sticks with 0 as the default for `mii-monitor-interval`.
