Smarter detection for grub reorder in curtin::curthooks::uefi_reorder_loaders

Bug Description

Hello,

I've recently encountered an issue in Ubuntu server installer where the bios already ordered the Hard disk in the boot reorder resulted in subquity reordered it back to the USB.

This behaviour resulted in harder maintenance of separate cloud-init script and manual manipulation.

It would be a lot better if curtin::curthooks::uefi_reorder_loaders will have a way to detect the entry of the installation instead of the process being done blindly.
