on uc20, creating user w/ console-conf, then snap logout, then snap login makes console-conf think device has no users

Bug Description
With a stable snap channel built image on UC20, if I create my user with console-conf, then login with that user via SSH, and run `snap logout` and then `sudo snap login` again, after rebooting the device console-conf comes up with:
"device managed without user @ 10.0.2.15"
But the device does have a user. I think the logic in console-conf for detecting whether there is a user is wrong, but it is correct in that the device is managed.
