With the solution to https://bugs.launchpad.net/snapd/+bug/1880156, console-conf will now at least show via simple text messages on the terminal that snaps are being refreshed if their refreshes were started before console-conf was started by the user. I think we should go one step further, and actually always delay auto-refreshes (within some reason), display to the user at some point in the process what snaps have refreshes available and selectively allow refreshes from within the UI inside console-conf so that if folks want to get logged in immediately they can do so without any refreshes, but folks that care about getting updates sooner (but maybe only for some of the snaps in the image) can also do so easily without needing to open a shell after claiming ownership, etc.
