Installer crashes when trying to send crash report

Bug Description

tl;dr If machine doesn't have an internet access AND something bad happened in the past so installed crashed (like I had in LP:1892725 ), it won't be able to send a report and will crash again instead of showing some nice error message like "Hey, I'm sorry but there are no internet access, so your crash report cannot be shared".

I've seen this before. It seems to be a bug in the 'requests' library -- it's supposed to only raise errors derived from requests.exceptions.RequestException but sometimes an exception from one of its dependencies sneaks through. Is this reproducible?

Yes.

1) Create a VM with unconfigured network
2) Do something to crash the installed (like LP:1892725)
3) Try to send the report
4) It will crash again with 'Temporary error in name resolution' error.
