Heavily delayed boot due to services timing out

Bug Description
When booting my custom Ubuntu Core18 image for the first time, I got some strange behavior from a variety of services and components. Core takes a minute to seed when it first boots, but for some reason, mine takes 10-15 minutes. This appears to be due to `<email address hidden>` and `<email address hidden>` starting, timing out, and stopping, 8 times in between all of my snaps seeded. Additionally, I also get the following error several times very early in the boot sequence: Core18: Cannot retireve info for snap “kernel”: cannot find installed snap “kernel” at revision unset: missing file /snap/kernel/
