BACK should imply RESET on the filesystem setup page

Bug Description

Start subiquity with existing-partitions.json

Use guided partitioning and select serial1 disk, on confirmation page, go back

Use guided partitioning and select serial2 disk, on confirmation page, go back

Use guided partitioning and select serial3 disk, on confirmation page, go back

Use guided partitioning and select serial4 disk, on confirmation page, go back

Confirmation page at this point will imply that / filesystem will be created 4 times on each of the serial devices.

User expectation that [BACK] from the confirmation page, does a reset, and if one selects a different autopartitioning device it is done from "fresh".

I don't know if back should imply reset but selecting a guided option should certainly imply that! And it used to, I wonder when this broke. Probably when adding reusing partitions.
