snap refresh does not restart subiquity running on serial console

Bug Description

snapd restarts snap.subiquity.subiquity-service.service for us but nothing restarts serial-subiquity@tty${X}.service for us.

I think this will probably require a refresh hook in the snap, can't think of another way of doing it (but it is very late for me)

We can bind serial-subiquity@*.service to snap.subiquity.subiquity-service.service such that when snapd restarts that one, it would restart serial ones.

But but but, that won't work if there is no tty1.

They actually started to build in video stack, which is unusable, because too many things try to open /dev/tty1

Working with xnox and infinity, we achieved a successful installation on a Marvell ThunderX2 (helo), by:
1) Installing .../daily-live/20191014/eoan-live-server-arm64.iso via vDVD
2) Dropping to a shell on the first subiquity screen
3) Running "snap refresh"
4) Running "systemctl restart <email address hidden>"
5) Exiting from shell
6) Continuing installation as normal

Oh yes, the universal snowflake. In any case it would be nice to fix this
in a way that worked with old media. I'll look into snap hooks.
