Timed out and Dependency failed messages shows in early install initialization while installing Ubuntu 18.04 using subiquity

Bug Description

Description of problem:
When installing Ubuntu 18.04 in a server, with early installation initialization, below failed messages are seen -
a. Timed out waiting for device dev-disk-by\x2duuid-00c629d6....
b. Dependency failed for /subiquity_config.

Please refer to attached screenshot.

OS image:
ubuntu-18.04-live-server-amd64

Steps to Reproduce:
1.Install and boot into os.
2.The issue can be seen in OS installation initialization.

No functionality loss observed, installation proceeds fine.

I see the same, fwiw, on real hardware (not a VM).

A very recent change to livecd-rootfs _should_ have fixed this, need to check.

I also see this on 18.04.3 on an older Dell R310, but installation doesn't progress beyond 4/12 "Network connections". No matter what configuration I choose (dhcp/static/disabled),
it always ends at:

     Applying network config
     ######## 50% __________

Network configuration timed out; please verify your settings

(This happens even thought I've disabled all network configuration (IPv4/IPv6))

Not sure if this 100% related, but the older (ubuntu) installers works on this server.

Are you sure you're using the 18.04.3 installer? The "applying network config" modal dialog isn't in that version any more.
