Installer should default to xfs

Bug Description

Subiquity defaults to ext4 which Ted T'so requested people stop using over a decade ago. The default filesystem should be changed to xfs.

We shouldn't change the default here unless the default is also going to change for the other installation methods, which I don't think there is any kind of consensus on (to put it mildly).

Closing as Won't Fix. If the distro more generally decides on xfs as a default, we will certainly change the live server installer too but not before then.
