Add smarts to mirror selection step

Bug Description

Subiquity could present the user with relevant mirrors based on location, including testing those mirrors for completeness and currency. This would take place after the install process was kicked off so that it doesn't slow down the end to end process.

It would be important to let the user provide a custom URL for things like internal company mirrors.

You can specify a mirror now but all the other cleverness has not been implemented, and seems a bit less essential, so I'll retitle and reprioritize the bug.

launchpad already has a list of mirrors per country, including tests for completeness and currency. I wouldn't want to duplicate that client side. Granted, the mirrors completeness and currency in launchpad is only for archive.ubuntu.com; and not ports. There is currently no facility in launchpad to register, and probe/check ports archives.

doing https://geoip.ubuntu.com/lookup and using CC.[archive|ports].ubuntu.com as the default value on the archive mirror screen is the sensible thing to do however.

subiquity does geoip lookup and uses CC.[archive|ports].ubuntu.com as the default value as xnox suggests. Is there anything else we want to do here, even as a wishlist item? I'm inclined to say no.
