Bug Description
Environment:

STEPS:
1º Run core in db
2º Start console-conf
3º Once in network connections enter wlan0 settings, set Ipv4 and Ipv6 to "Do not use" and done
4º Back in network connections press done
5º Enter wlan0 again and press configure Wi-fi settings
Expected result: visible
Current result:
4º Network config timed out. OK
5º "No visible networks" is greyed out and sanning for networks gives an error
affects: | subiquity (Ubuntu) → subiquity |

I guess this happens because the NIC is down and so you can't scan for
networks. Need to up the NIC first (I already do this when console-conf
starts so it shouldn't be too hard).
