Bug Description
STEPS:
1. Install Ubuntu Core
2. Boot it
3. Hit initial console-conf page reads "Hit enter to configure"
4. Next page reads "Ubuntu Core Configure the network and setup the administrator account on this all snap ubuntu core system" which is basically and info page where you hit enter to continue.
EXPECTED:
I expect to not have to hit enter twice to get to the initial setup page, one of the 2 first pages is unnecessary.
ACTUAL:
You basically get 2 lets start configuring pages hit enter to continue.
SUGGESTION:
Remove the first Hit enter to configure page, use the more informative second page and add a hit enter to configure if that is the thing that launches the configuration app

The first screen is there because console-conf uses too much RAM on a small embedded device to just leave running. So we could maybe skip the second screen but might be a bit jarring too. Not sure what to do, maybe we can make the first screen look a bit more like console-conf's current initial screen?
