2.21 autorefresh didn't work

Bug Description
perhaps the cause is the fact that the file not getting autorefreshed is 0kb in size but it will show up when I do a manual refresh (/refresh).
try placing an empty txt file in your directory and see if it shows up in the filelist after SDC autorefreshes.
