Bug Description
A recent patch changed the common.yml and local-config.json to be 'example' files which are copied during installation to their respective source version. This breaks 'ant deploy_host-*' in the case where we e.g. switch to a branch that only has the sample file, but actual installation was not executed from.
Possible solution:
Move the creation of the non-example file to the build process conditioned that the files are not yet existent
