Cached dependencies don't get updated when we update only the dependencies

Bug Description
storlet_handler updates its local cache when it detects some update about storlet object.
However, it doesn't update its cache when we update only dependency file.
I'm not sure we have to fix this, but I had better write some note about this in doc.
