Bug Description
storlet_handler starts/restarts docker containers and SDaemons, but it only restart them if it finds updates about storlet object when dealing with storlet execution, and this may cause unused containers and processes remain on swift nodes.
For example, when one account get deleted after executing storlet, we can't stop the storlet container and the SDaemon process, without executing something like "docker stop" on the node.
