Bug Description
Error 1645 "Resignal when handler not active" is produced on MariaDB10 and Oracle MySQL5.6 when doing:
CALL tc('test_
...and possibly in other situations, due to a server bug.

* move handle_exception() code into test_case_run()?
* handle 1645 error?
* say those versions are not supported?
