meaning of time is not clear

i have to search in google to be sure what time means.
i have found several topics in which people complain to that time do not show time of selected location, but that it is the behavior that i need now.
but you should better show this clarification somewhere in program itself.
if i open time and location windows, and point/ click to different location, time does not change. then i think: has stellarium changed utc time (of stellarium world) or not ? maybe , it changed real utc time so that time in time windows is not changed and show local time in clicked location?
user may not have enough knowledge to know out surely this from moving of objects on sky.

location button is located upper than time button in interface, and it makes [wrong] sense, for me, that location is more upper-level category, than time, in the inteface, ie that time is local time. if time is universal time, and so it do not change by changing of location, time button should better be upper than location button. this my sense is probably because that usual writing order is from top to bottom.
