wrong display of time

Bug Description

Hi all!
after installing 0.16.0 and 0.16.1 I noticed for the first time a problem in the time setting: I live in Rome, Italy and I entered the coordinates from my phone's GPS and I set the Time zone to UTC+01 (checking "use custom time zone") . Now, checking or unchecking the "Enable daylight saving time" the displayed time is always wrong (one hour before comparing to my local time displayed on my PC).

I tried saving the configuration and restarting Stellarium, the first time with that checkbox marked (obtaining a wrong result) and then with the checkbox unmarked (same wrong result) : it seems that the program doesn't consider (any more?) the daylight saving choice.

Setting the time zone to UTC+2 is only a workaround, for the current period in which daylight saving is used, but in late october, when we'll return back to solar time, then again the time will be wrong.

I have never noticed such a behavior in later versions and the displayed time followed correctly the adoption of daylight saving or its dismission.

I'm working on a 64bit Windows 10, and I'll insert a snapshot of the results...

PS just to be sure, I'm going to uninstall the newest version 0.16.1, and go back to a later version, just to check if and when a similar problem was present.

If you are select UTC+01:00 time zone (without daylight saving time info) instead Europe/Rome time zone (with DST info) why you expect application of DST rules?
