Bug Description
When switching to hover mode, roll and pitch commands are send to the vehicle immediately even when the safety trigger (button 1 on Logitech joysticks) is not pushed.

Actually this is true in all modes, e.g. in attitude mode. It's a vestigial 'feature' that was useful in debugging early on but is definitely undesirable behaviour now. A fix is in the works.
