On the 6.6 kernel, Pod from default namespace or any namespace is being affined to platform cores when kube-cpu-mgr-policy is not defined as static, irrespective of application pods.

Steps to Reproduce
------------------
Configure the system without kubernetes cpu policy defined

Deploy any Pod in default namespace or any namespace not configured with component label

Check core pinning

Expected Behavior
------------------
Pod should be affined to shared pool (platform + application - application-isolated)

Actual Behavior
----------------
Pod is affined to platform cores only

Reproducibility
