Steps to Reproduce

1. Take the Backup
2. Restore the backup files
3. Login to the system and source openrc file
4. Execute the system host-list command

Expected Behavior

Should show the host status, restore should complete

Actual Behavior

Getting error message :

'Must provide Keystone credentials or user-defined endpoint and token, error was: internalURL endpoint for platform service in 5222a9685d7e4f05a10ef67c778f0033 region not found

    Region_name support for Backup and restore

    During restore, a new region_name was created (in bootstrap)
    that did not match the region_name present in the backup
    file.

    This commit fixes the 'region not found' issue during
    restore.

    Test Plan:
    [PASS] AIO-SX B&R
    [PASS] fresh install/bootstrap
    [PASS] subcloud deployment
    [PASS] no alarm found
