DOC: dcmanager load-import fails with Reason:None

Not sure if this is a use error or something else but when I run the following command on a System Controller that has stx9 on it the Load Import fails

 system --os-region-name SystemController load-import --active --local \
> /home/sysadmin/<version>-b50.iso wind-river-cloud-platform-host-installer-b50.sig
This operation will take a while. Please wait.
.....
Load import failed. Reason: None

Removing the --local allowed the same command to be loaded.

It is not supported using the option --active together with --local
