aptly can not deploy repository

Each time we modify any repository, we will get error like:
...
repo_manager - WARNING: Publication deb-remote-reuse failed: FAILED
...

Steps to Reproduce
------------------
In builder container, `repo_manage.py upload_pkg -r deb-local-test`
It will failed as:
...
repo_manager - WARNING: Publication deb-local-test failed: FAILED
...

Expected Behavior
------------------
A new repository called deb-local-test should de constructed and deployed, without any error/warning message.

Actual Behavior
----------------
repo_manager - WARNING: Publication deb-local-test failed: FAILED
