Bug Description

Missing documentation for debian based patching. Starlingx uses debian patching as of stx8.0. Developer Resources documentation (https://docs.starlingx.io/developer_resources/index.html) lists how to generate, build and apply a patch for CentOS based starlingx. The same needs to be provided for debian based starlingx.
