After a fresh install, it was verified that swact operation was failing/stuck with the following error.

$ system host-swact controller-0
drbd 'platform' is resizing. Wait for the resizing to complete before issuing Swact

DC System Controller stable after a fresh install

    Remove dependency cycle for dnsmasq with drbd

    The execution order of platform::config::dnsmasq needs to be
    after platform::drbd::filesystem to remove dependecy cycle.
    This commit change the include of platform::config::dnsmasq
    to platform::config::post that will be executed after drbd

    PASS: Successful execution of system controllerfs-modify platform=<>
    PASS: Verify bootstrap, lock/unlock & swact
