Update Log File Path for Horizon

Brief Description

It appears that the log file path for Horizon has been changed. Doc is informing /var/log/horizon.log, but it no longer exists at this location. The log file for Horizon is now located at /var/log/horizon/horizon.log.

Steps to Reproduce
------------------

Connect to any WRCP lab (DC in my case) in 22.12+P4.
Check for horizon.log location

Expected Behavior
-----------------

Horizon.log same as the DOC

Actual Behavior
---------------

DOC shows /var/log/horizon.log

DC 22.12+P4 shows /var/log/horizon/horizon.log
