Install StarlingX OpenStack in StarlingX

When installing openstack, docs says that the directory for downloading the package is centos/outputs/helm-charts, should be debian/monolithic/outputs/helm-charts/.
Filename should be also changed to stx-openstack-1.0-1.stx.6-debian-stable-versioned.tgz

    Remove ussuri version and add ANTELOPE version of Openstack docs links.
    Remove CentOS path
