After the controller-1 upgrade controller-1 unlock was failed with error "Can not unlock host controller-1 that has not yet been inventoried. Please wait for host to complete initial inventory prior to unlock.

1. Install DX stx 6.0
2. Follow the upgrade procedure to upgrade.

Expected Behavior
------------------
There is no unlock failure after Controller-1 upgrade

Actual Behavior
----------------
"Can not unlock host controller-1 that has not yet been inventoried. Please wait for host to complete initial inventory prior to unlock."
