The tox-docs fails with: Invalid configuration value found: 'language = None'. Update your configuration to a valid language code. Falling back to 'en' (English).

The tox for the docs repo is failing independently as well, so I opened this LP: https://bugs.launchpad.net/starlingx/+bug/2030817. To fix, I proposed: https://review.opendev.org/c/starlingx/docs/+/890833, which has an ongoing discussion about the right way to fix this.

    Fix sphinx configuration for tox docs

    With sphinx version update, it is raised a warning (treated as
    error) with the 'language = None' configuration. The default value is
    'language = en' which has the same behavior.

    Test plan
    PASS: Run tox and check it ends successfully.
