need to revert recent lighttpd upgrade

The lighttpd upgrade from https://review.opendev.org/c/starlingx/integ/+/886185 seems to be causing problems.

Several people have seen issues when ostree tries to pull the image on controller-1. The previous day's load without the lighttpd change works fine.

Suggest we revert now to unblock other developers.

The error looks like this:

ostree --repo=/sysroot/var/www/pages/feed/rel-23.09/ostree_repo pull --depth=-1 --mirror starlingx:starlingx
