Debian downloader: only one version can be uploaded for a package after the commit:

Steps to Reproduce
------------------
1. Add a new version for a package in the debian-mirror-tools/config/debian/common/base-bullseye.lst:
e.g.
+meson 0.56.2-1
+meson 1.0.1-5

2. Run the downloader in the stx-builder pod:
downloader -b

3. Check the aptly/public/deb-local-binary/pool/main/m/meson/
There only one version.

Expected Behavior
------------------
multiple versions for a package should be able to add into aptly deb-local-binary.

Actual Behavior
----------------
Only one version is added into aptly deb-local-bianry.
