Steps to Reproduce

1. Add a new version for a package in the debian-
e.g.
+meson 0.56.2-1
+meson 1.0.1-5
2. Run the downloader in the stx-builder pod:
downloader -b
3. Check the aptly/public/
There only one version.
Expected Behavior
------------------
multiple versions for a package should be able to add into aptly deb-local-binary.
Actual Behavior
----------------
Only one version is added into aptly deb-local-bianry.
