Rollback cvl-2.54 ice driver to 1.5.8

Not using the template due to the nature of the issue ie. the template is long and adds no value.

Intel advises us to rollback the ice driver from version 1.5.8.1 to 1.5.8. The fixes in 1.5.8.1 apparently cause some issues, so upon the advice of Intel we will revert the driver back to version 1.5.8. Also of note is that we never saw the issues that the .1 version purported to fix anyway. If you require more details, please contact the driver supplier, Intel.

We have used version 1.5.8 in the past so risk is low.

    Rollback legacy ice cvl-2.54 driver to 1.5.8

    The fixes in 1.5.8.1 apparently cause some issues, so
    upon the advice of Intel we revert the driver back
    to version 1.5.8. Also of note is that we never saw
    the issues that the .1 version purported to fix
    anyway.

    Verification:
    - this driver version has been used in the past so risk
      is low
    - patch testing was successfully performed by Luis Sampaio
      which verified that the correct driver version was loaded
      and that the ddp fw link was correct
