During a sanity run with STX debian latest_build with STX-Openstack, the evacuate VMs test is failing because after one of the hosts is rebooted, the VMs are evacuated to the other host, when the host is back online, the VM fails to live-migrate back to the original host.

Steps to Reproduce
------------------
1.Create vms with various options:
1.1 vm booted from cinder volume,
1.2 vm booted from glance image,
1.3 vm booted from glance image, and have an extra cinder volume
1.4 vm booted from cinder volume with ephemeral and swap disks
2. Move vms onto same hypervisor
3. Power off the host
4. Ensure vms are successfully evacuated to other host
5. Power on original vms host
6. Live migrate vms back to original host
Expected Behavior

The vms should live migrate to the original host
Actual Behavior
----------------
The VMs don't live migrate to the original host
